The Process
- Customers will have to send an SMS from their phone to 1900
- They will get a unique porting code as SMS from the existing service provider.
- The customer can then make an application in the prescribed form mentioning the code to the selected new service provider for porting of number.
- A period of 4 days has been prescribed for completion of porting (transfer) of the mobile number to the network of the new service provider.

Sounds friction-less, but lets see what happens on-ground. This might not be easy if the porting code has to come from the existing service provider, and not an independent porting authority.
Will Users Churn Out?
At the time when MNP was initially being discussed, the rationale was that customers are beholden to a single number, and this prevents them from switching to a telecom operator with more attractive plans, or better service or network reach. Over the time that it’s taken to decide on and implement MNP, we’re wondering if it has been made redundant by a multi-SIM environment. Consumers, for the want of a better service or to take advantage of multiple plans, are now keeping multiple SIM cards: this has led to an increase in demand for dual SIM handsets in India, and new telecom operators are openly talking about trying to become the primary SIM.
That said, some incumbent operators, like Loop Mobile, might find users who have been with them for a decade, churning out to competitors; alternatively, or even users trying out another operator for their secondary SIM, for a better plan.

Speaking on the launch of Mobile Number Portability (MNP) Mr. Kapil Sibal said that first phase of the MNP has been launched today in Haryana and customers in the state now have the option of changing their service provider without changing their mobile numbers.He said the choice based services initiate healthy competition among service providers which ultimately benefits ‘Aam Aadmi’.
The mobile number portability (MNP) will be launched across India by January 20, 2011. For orderly technical migration of complex interconnected networks, each of the remaining service areas will be migrated one by one on alternate days. This will enable simultaneous validation of technical parameters and removal of any problems arising from migration activity to ensure successful and smooth migration of a service area. Migration activities will not take place during the festival season at the end of December, 2010.

According to agencies dealing with portability, on an average, around 3,000 applications per day have been received so far. So, till now, over the 45-odd days since the launch of the service, around 1.35 lakh subscribers would have opted for MNP, which is 0.75% of the subscriber base of 1.77 crore at the end of October 2010.
Analysts pointed out that the number could be higher in metros and cities, which could also be the result of a campaign launched by the government and the telecom regulator, including the high-profile launch by PM Manmohan Singh on Thursday.
They also said that in a state like Haryana, where a sizeable number residing in Gurgaon and Faridabad were actually using Delhi mobile phones, congestion levels could be lower. A recent study conducted by Trai showed that the six operators in Haryana offered network availability that was above the 90% benchmark. Three of the operators, however, were below the 95% benchmark in customer satisfaction survey conducted by the regulator on accessibility and retainability and four put up a below par show on metering and billing.
Mobile number portability was delayed by several years due to lobbying by telecom companies and the lack of preparedness by the government. While launching the service in Haryana in November, the government had promised a national rollout by January 20 and it has managed to stick to it.
While launching the service, the Prime Minister said: "Till now, operators were competing to acquire new subscribers. But launch of MNP will force them to offer innovative and quality services to retain their subscribers."

MNP will enable consumers to shift to any mobile operator of their choice without changing their mobile numbers for a nominal transaction fee of roughly Rs 19. According to industry bodies COAI and Auspi, It will take an average of 15 days for a consumer to change his operator with a minimum wait of 50 days before the same number can be ported again.
The government will identify a telecom circle in the Northern region for the pilot launch, as MTNL is not ready to launch in Delhi. In March 2006, Trai had recommended that MNP be implemented by April 1, 2007. In December 2009, the government set a deadline of March 31, 2010 for its implementation , which was extended to June 30, 2010 and to October 31, 2010.
MNP works best with post-paid customers as they are the highest paying of the lot. Of India's 680 million users , post-paid customers are no more than 7%-8 %, while the rest are pre-paid . A 5% churn is expected in the post-paid category.
Pre-paid customers usually don't worry about changing mobile numbers, while switching operators. MNP will have limited impact on price or quality. Operators believe they will lose and gain roughly the same number of users.

"MNP is unlikely to have any significant negative impact on operators, considering the dominant pre-paid nature of the market and high churn rate," Fitch said here today.
However, it said, MNP, which allows a subscriber to change his/her operator but retain the number, is likely to intensify competition on the postpaid front, but this segment represents only 5 per cent of the 600-million subscribers.
Postpaid subscribers will display a certain level of brand stickiness, and hence are unlikely to switch over due to minor pricing reasons, considering that the differential in calling expenses will be negligible as percentage of a subscriber's disposal income, the rating agency stated.
But it said pricing pressure, which has so far been more on the prepaid segment, will spread to the postpaid category with MNP, though to a lesser extent. Fitch also expects only limited impact of higher subscriber acquisition and retention costs on overall operating margins.
After much dilly-dallying, the Telecom Ministry rolled out MNP in Haryana on November 25. Originally the scheme was scheduled for 2009. Yet, the rest of the country will not have this facility before January 20.

This freedom for consumers is also expected to enhance the quality of service providers as retaining this highly floating subscriber base would become challenging for providers.
Anupama Ahluwalia, senior vice president (marketing), Idea Cellular says, "We realise that a large number of subscribers are waiting to switch to a network that offers seamless connectivity across the length and breadth of the country.''
Suresh S Kumar, COO (Karnataka & Andra Pradesh) MTS, says MNP opens up a good opportunity for customers and mobile service operators to redefine their relationships based on quality of customer service and network performance. ``MNP is bound to add to competition within the various mobile service operators,'' he says.
Venkatesh V, CEO for mobile services in Bharti Airtel Karnataka, plugs for his service: "Joining the first family in mobile service will be rewarding."
Most research finds that the churn on account of MNP would be less than 1%. But all service providers are gearing up. Idea Cellular, Tata Docomo, Vodafone, Aircel have all rolled out new TV commercials and other campaigns to lure customers under MNP.
MTS is in the process of rolling out a slew of offers, including subsidizing handsets for migrating GSM and CDMA customers. Many others are rolling out new tariff plans which would involve customers benefiting from getting free local calls, free SMSs and free data.

The rest of India would get to use MNP from January 20, next year.
The consumer friendly service was mooted over two years ago and was planned to be implemented by end of 2009.
However, implementation had to be deferred several times owing to reasons ranging from lack of preparedness of operators to delay in appointment of an agency to oversee MNP execution.

"Our focus is to provide good network and customer services. Though we are not launching any new plan or tariff package, we are confident that large number of customers who want to have better network would switch to Idea," the firm's chief corporate affairs officer Rajat Mukarji told IANS.
The much awaited MNP, which allows subscribers to change their mobile operators while retaining their old numbers, will be inaugurated Thursday in Rohtak district of Haryana.
Idea, owned by the Aditya Birla Group, is also the first operator to launch TV commercials prior to MNP launch, asking users to change their connections.
The company is also planning to increase the number of its service centres.
"Currently, we have over 2,700 service centres. We are planning to increase the number to over 3,000 by the end of March 2011," he said.
According to Cellular Operators Association of India (COAI), Idea has over 76 million subscribers.
"The company is adding over 2 million subscribers every month. Though MNP would not be the sole driving force to draw customers, it would definitely make a difference in the coming days," added Mukarji.

"A few curious subscribers came to retailers to switch over to other operator, mostly from public-sector BSNL, while many others visited just to inquire what MNP is all about," a retailer from Dharampeth informed. Swapnil Siraskar, a BSNL subscriber who tried to register for MNP, said that he was fed up with the service of existing provider. His friends often complained about call drops and receive message that customer is not in coverage area. "I have already lost business and even friends due to poor service of BSNL. Their billing and customer care too is not proper, so I am switching over," Siraskar added.
Similar was the view of Shripriya Nimbalkar, who said, "My family members are on Vodafone network and I too wanted to join the group. However, as my number was with all my contacts, I could not think of shifting. Now with MNP it is possible."
Experts predict many heavy using groups whose members are on different networks may now move to single network to take advantage of lower tariffs within the network. They said BSNL may be most adversely affected as overall service delivery by the operator in recent times had not been up to the mark. Even BSNL officials admitted they may situation similar to when landline connections were surrendered once cell phones made big inroads.
A senior BSNL official the company had over 2 lakh subscribers and over 270 cell sites in Nagpur district. "It is possible our customers in rural areas where network was not very good may shift," he said. Local Bharti AirTel and Vodafone officials said that their priority would be to stop exodus of existing customers and not attracting customers from other networks, quite opposite to the advertising campaigns the companies have put out.
Service providers could not give how many users have actually registered for switching saying figures would come out only after a week. "The Telecom Regulatory Authority of India ( TRAI) has given maximum seven days time for porting to new operator," they said.

During the day's session, stocks of the listed telecom service providers had a mixed fortune with Bharti Airtel, Idea and MTNL closing in the red, while Reliance Communications ended higher. Tata Tele (Maharashtra), on the other hand, closed unchanged.
In a recent research report, Goldman Sachs said that it is the postpaid section of the customers and the high-end prepaid users who are more likely to shift to another operator from the incumbent. Goldman Sachs analysts also expect corporate subscribers, rather than shifting to a new operator, will negotiate their tariffs with the incumbents.
"We estimate postpaid contributes about 15%-20% to Bharti/ Idea's cellular revenues and believe 5%-8% of Bharti's earnings may be at risk,'' the report said. "Case studies from other markets show limited impact from MNP in the majority of the cases,'' it added.
MTNL and Loop Telecom appear to be the most vulnerable of the lot since these two have "legacy high-end postpaid subscribers but over a period of time have arguably struggled with network quality/customer service, would likely see high-end subscriber churning out,'' Goldman Sachs analysts said.
Ratings major, ICRA, too believes that mobile operators with better network quality will gain now that the MNP regime has kicked in.
"Operators with superior quality of service would be the clear winners, while those with less than satisfactory service quality would stand to lose the maximum by way of subscriber churn,'' ICRA analysts said in a recent report.

Bharat Sanchar Nigam Ltd (BSNL) today said it has launched a mobile number portability (MNP) special tariff plan for its 2G and 3G prepaid and post paid customers.
As per the offer, consumers who decide to switch to BSNL will not be charged any port in charges, SIM charges, and prepaid customers shall be given an additional talk value of Rs100. Moreover, it said, 5GB GPRS / 3G will be free for customers for one month.
Post paid customers moving to BSNL shall also have 50 per cent rebate on the first month charges besides free SIM and waiver of port in charge, the company said in a statement.
''The aim of this initiative is to provide the best value to the customers so that they enjoy the BSNL services spread over the entire country,'' said Gopal Das, chairman and managing director, BSNL.
The telecom provider further said that since it is charging the same fixed monthly charges for 2G and 3G post paid customers, it was a good opportunity for customers to avail the BSNL 3G network.

Are there any conditions for MNP?
- You should have completed a period of 90 days (from the date of activation of your mobile connection) with your current operator.
- You should have cleared all outstanding payments with your current operator.
- You should have no pending request for change of ownership of the mobile number.
- Your mobile number sought to be ported should not be sub-judice i.e., it should not be involved in any case pending before a Court of Law.
- Again, porting of your mobile number should not have been prohibited by a Court of Law.
- There should be no ownership change request pending against the number you wish to port.
What is a UPC code?
UPC stands for unique portal code. The UPC code can be taken from your existing operator-Simply SMS "PORT
What are the charges for porting a number?
The charges are Rs19 (or less, depending on what your new operator wants to charge you). This is a non-refundable charge.
How long does it take to port a number?
The entire process of porting takes about six days. The exceptions are J&K, Assam & other states in the North-East, where it will take 10 days from the receipt of porting clearance from the donor operator (your existing operator).
Which documents must a prepaid/post-paid customer submit while making a porting request?
The customer will have to submit the same documents as any new customer. These include the MNP application form; a self-attested photograph and address proof of address, along with your signature. You will get the MNP form from any gallery or service centres of the new operator. In case you are a post-paid subscriber, you also have to submit a photocopy of the latest bill paid to your current service provider.
Can numbers be ported across circles?
No, porting is only available within a particular circle. This means that a subscriber from the Mumbai circle cannot port her number to, say, the New Delhi or Uttar Pradesh circles.
Can a landline number be ported?
No. Porting is allowed only between mobile numbers.
Will I get a new SIM card when I port my number?
Yes, you will get a fresh SIM card from the new operator, after the porting process is completed.
What will happen to the contacts and messages stored on my old SIM card?
You will have to back up the contacts and the messages stored on the old SIM card before making the porting request.
How long will I be without service while my existing SIM card is deactivated and my current SIM is activated?
The maximum period of 'No Service' is two hours, as defined by the regulator.
How will subscribers be informed about SIM activation/deactivation during porting?
Subscribers are intimated via an SMS about the date and time of porting. Your old SIM will be deactivated within one hour of the stated time of porting. Your new SIM card will be activated within two hours of the stated porting time.
Can a subscriber submit a porting request to more than one operator at the same time?
Yes. However, only the request that was made first will be cleared by the Mobile Clearing House.
If a subscriber ports to another operator and makes a call, which number will actually appear on the receiver's mobile phone?
The existing mobile number of the subscriber will appear on the receiver's mobile phone.
Can subscribers' numbers be ported without their permission?
No, subscribers' permission is essential. The recipient operator must verify all requests and validate supporting documents.
Can I decide the date and time on which the number will be ported?
No, you cannot dictate when the number should be ported. Upon receiving the porting request, the recipient operator will send it for processing. You will be informed once the porting validation is completed and the new SIM card is activated.
Can a number be ported more than once?
Yes, but only after completing at least 90 days (after activation) with the existing operator.
Can subscribers on CDMA networks port their numbers to GSM operators? And vice-versa?
Yes, they are only porting their number and not the service. However, for using a CDMA service, the subscriber needs to buy a compatible handset, as his GSM handset will not work on a CDMA network (and vice-versa).
Can a subscriber cancel a porting request? And how?
Yes. The subscriber can cancel the porting request by giving a request in writing to the new operator. Cancellations must be done within 24 hours of making the request.
How much time does it take to cancel a porting request?
It will take 24 hrs-within which the porting request can be cancelled.
Will subscribers get a refund of porting fees on cancelling the request?
No, the porting fees are instantly paid to the MNP service provider and cannot be refunded.
Will subscribers need to cancel their existing value-added services before porting?
No. Value-added services with the current operator will automatically be terminated once the number is successfully ported to the new operator.
Can subscribers still enjoy their existing value-added services during the porting process?
Yes they can, except for international roaming services, which the current operator may suspend during porting.
After porting, will subscribers enjoy the same services from the recipient operator?
No, subscribers can only port their number and not their value-added services. To enjoy uninterrupted value-added services, they will have to register for these while making a porting request with the recipient operator. That said, the recipient operator is not obliged to provide identical value-added services.
What will happen to my prepaid balance when I port my number to another operator?
The existing balance will expire upon successful porting and will not be carried forward.
Can subscribers who have selected a plan of their choice or will there be specific plans allocated to them?
Subscribers can select any plan which is available in the market at the time of porting.
Can subscribers continue to use their bundled/network-linked handsets after they switch over to another operator?
Yes, provided that the existing operators have disabled the 'network lock' on these handsets. Again, subscribers will have to discharge any contractual obligations on their bundled or network-linked handsets before making their porting request. Only then, the old operator will approve the porting request and disable the network lock on their handsets.
Do I need to apply for the National Do Not Disturb (DND) Registry after porting?
Yes, you can call the customer service centre and submit a request for DND service activation. In addition, you may opt for the same while filling up the subscription form. Subscribers who would like to register/de-register their request for DND registry may dial '1909' or SMS '1909' with keywords 'START DND' for registration and 'STOP DND' for de-registration.
Can subscribers retain their existing electronic clearing system (ECS) arrangements for paying bills automatically after porting?
No, subscribers will have to make fresh requests for ECS payments after porting to the new operator.
Where can subscribers find information about the status of their porting request?
Subscribers must track the status of their porting request with the donor operator till their existing SIM cards are active. After this, they must track the status with the recipient operator.
I have a prepaid number with a current operator; can I take a post-paid connection through mobile number portability?
Yes. You can.
I have paid my bills with my current operator till my last billing cycle-but I have an unbilled amount that will appear only in my next cycle. Do I have to make the pending payment before I switch to a new operator?
You will be required to make the pending payment once your previous service provider raises the bill. In case you do not pay the bill, you number might be disconnected.
When will I get the refund of my security deposit?
Ideally, you should get the refund as soon as you clear your dues. However, it depends on the service provider. The experience of subscribers from Haryana (remember, MNP was launched there first on 25th November?) is not good. It could take months before the deposit is refunded and that too if the consumer keeps pestering the company.
Can my mobile number portability request be rejected?
Yes. Your current service provider may reject the request if any of the eligibility criteria are not met.

Telcordia gains momentum in India through Mobile Number Portability Initiative

Recently, MNP Interconnection Telecom Solutions India Pvt Ltd, a joint venture of Telcordia, was selected by the India Department of Telecommunications (DoT) as the provider of number portability clearinghouse and centralized database services for the country’s southern and eastern regions for the next 10 years. This will facilitate accurate number porting for subscribers, enabling the transfer of telephone numbers when subscribers want to keep their numbers if they move from one operator to another.

In India it is currently available for intra circle only. However due to the configuration of each Telecom circle porting can also happen between Madhya Pradesh & Chhattisgarh; Bihar & Jharkhand; Rest of West Bengal & Andaman and Nicobar; within the states of the North East excluding Assam.
Porting Procedure for Subscriber

- Contact the new mobile Service Provider to whom you want to port your mobile number.
- Read the eligibility and other conditions carefully. Please visit www.trai.gov.in for further details.
- Obtain Customer acquisition From (CAF) & Porting Form.
- If eligible, Obtain ‘Unique Porting Code‘ by sending an SMS from the mobile number you want to port to the number ‘1900’ with text ‘PORT’ followed by space followed by your 10 digit mobile number you want to port.
- Fill up the CAF and Porting Form.
- Submit the duly filled Porting Form and CAF along with requisite documentary proof of the mobile service provider.
- If you are a post paid subscriber, submit a paid copy of the last bill issued along with the Porting Form and CAF.
- Obtain new SIM card from the new service provider.
Activation of Ported Number
- Subscriber new mobile service provider will intimate you the date & time of porting on your mobile phone.
- Replace the old SIM with the new SIM provided by your new mobile service provider after the specified date and time.
Eligibility and other Conditions for Porting a Mobile Number
- Subscriber is allowed to move to another mobile service provider only after 90 days of the date of the activation of that mobile connection or from the date of porting of the mobile number, whichever is applicable.
- Subscriber is allowed to change mobile service provider within the same service area only.
- If you are a Post-paid subscribers, please ensure that you have paid all the dues as per your last bill (subscriber will have to sign an undertaking in the Porting Form also).
- If you are Pre-paid subscriber, please note that the balance amount of talk time, if any, at the time of porting will lapse.

It gives subscribers the freedom to choose operators based on criteria like services, price, and customer service. Their freedom of movement is not influenced by the inconveniences and costs that come with changing numbers.
It also makes it easier for operators to compete for customers, precisely because it eliminates a major barrier to churn - that is, reluctance to change numbers. Although this increased risk of churn is a concern among some operators, number portability has been a huge success around the world, because it helps to level the playing field, giving all operators more opportunities to grow their subscriber bases and revenues.
